Chosen unanimously from over 70 international offices, the practice
was appointed as Masterplanner for the world's largest arts complex,
the South Bank Centre, in May 1999. Proposing a new urban and activated
street setting for Belvedere Road together with a tilted and enlarged
Jubilee Gardens above, the masterplan addresses the wider urban issues
present in the area to encourage greater activity, diversity and accessibility
for the site as a whole. Entrances are brought down to ground level,
all frontages are made active, and servicing routes are taken out of
the public realm. Additional open space is created, including two new
urban squares. With entrances, cafes and foyers at street level, the
Hayward Gallery, Queen Elizabeth Hall and Purcell Room are to be substantially
expanded in line with their international status. The masterplan also
encompasses a new 1100 seat performance venue, a relocated and extended
British Film Institute, and space for additional new cultural institutions.
